Space Spectrum Allocation: Administrative or Auction?
The subject of satellite spectrum allocation has again resurfaced with the Department of Telecommunications’ (DoT) auction plan. The Satcom industry demands DoT for the administrative allocation of satellite spectrum. As per sources, the Indian Space Association (ISpA) laid down its views stating, “Satellite spectrum has no territorial limits, is a shared resource, and is international in character with International Telecommunication Union (ITU) managing and coordinating its usage, and hence it can’t be auctioned”.
However, the officials at DoT seem to have a difference of opinion and claim the administration and allocation of spectrum to be its statutory right. DoT has further approached the Telecom Regulatory Authority of India (Trai) for recommendations on the issue.
